Yes. Matter-over-Thread runs on a local mesh — fingerprint/NFC/PIN/Apple Home Key still unlock when WiFi is lost. Only remote unlock from outside the home and cloud audit logs are lost (they sync back when internet is available).
- Can it be installed for Chinese steel doors?

- Can the door be opened when the battery is dead?
